I, JUAN FELIPE RICO ISLAS,
Brigadier General of the National Army
And present Head of the Technical Section,

C E R T I F Y

That on July 1, 1939, an experimental clinic was established under my direct control by this Section of the Service, with Major and Surgeon FERNANDO OJEDA GARCIA as assessor, to investigate the merits of the therapeutical method called: CELLULAR THERAPY BY CHANGES IN THE BLOOD CONSTANT, treatment developed by Lt. Colonel and Surgeon DONATO PEREZ GARCIA.

That the results obtained up to the time I left command of this Section of the Service greatly exceeded expectations in each case treated, without a single accident.

That said therapy 100% effective.

That its application proved innocuous, even in many cases where accepted methods were dangerous.

That it was applied without danger to patients of all ages.

That it did not require special equipment or locals.

That this therapy obtains positive, permanent results in an amazingly short time.

That from an economic standpoint there is absolutely no comparison between this therapy and those to this day accepted since its cost is insignificant.

That this method proved not only applicable to neurosyphilis but also to many other diseases of a bacterial nature, as was proven in treating members of the family of military personnel at this clinic for different ailments.

That because of its economy, ease of application, safety, rapidity and effectiveness, it is my opinion that this therapy should be officially adopted by all branches of the Armed Forces of the Republic, and its use extended to other Federal and State agencies. Specifically in view of the ease with which it is administered, e.g., the operators at this hospital were many times only nurses.

In view of the foregoing and as an act of justice to a Mexican surgeon who is an honor to the National Army, I extend this affidavit in the City of Mexico, the 30th day of 1940, witnessed by Major and Surgeon FERNANDO OJEDA GARCIA, Chief of the Sanitary Section, and with the knowledge and approval of General of Division JESUS AGUSTIN CASTRO, Secretary for the National Defense, who also attests the efficiency of said statement.
